Bacarrat To open the casino, you have to go through the story until you are finished with the main events of the story, in Arcadia. Then you can visit Bacarrat and enter the house owner to obtain a search by hand. Upon completion of the SideQuest, again at the casino. Otherwise, it will be towards the end of the game.
As for the whip, I know, or you can buy them in the alchemy pot, but do not know how.
